Jesse Starks, CISSP

Chief Technology Officer

Jesse is Breckinridge’s chief technology officer. He is a member of the firm’s Risk Committee and Sustainability Committee. In his role, Jesse directs the strategic integration of technology across the firm. Jesse joined Breckinridge in 2011 as director of development and rose to his current role in January 2016. He has over 17 years of experience designing and managing large-scale distributed systems. Prior to Breckinridge, Jesse was a senior web systems engineer for Aetna Inc., where he specialized in information security, infrastructure design, and performance analysis. He also represented Aetna at Microsoft's Interoperability Executive Council, a consortium dedicated to creating standards across emerging internet technologies. Before Aetna, Jesse was a systems developer at the University of Connecticut where his responsibilities included development of online education systems, external/internal web portals, and public facing web entities. He started his career in 2001 with Sennheiser Electronics Corp., as manager of ecommerce websites and North American digital marketing. Jesse holds a CISSP certification from (ISC)2.

“I’m Breckinridge’s chief technology officer and I oversee two key areas: the operations and development of systems and the security of our information. I’m also a member of the company’s Risk Committee, which I think is important because it illustrates how technology is aligned with the best interests of our clients and our firm.

On the goal of his team…

“It’s one thing to have technology accomplish something. It’s another thing to accomplish it really well. We’re constantly seeking to take what we’ve built here and do it more reliably and proficiently. My team’s goal is to exhaust every opportunity we have to make things better. Everything we can do to make this business more successful, we will do that.

On what he is most proud of…

“It’s actually not the systems we’ve created, but the people responsible for them. Anyone can build technology, but how well does it work? Can it work better? In order to advance, we need many smart, innovative people asking these questions. We’ve carefully built that type of workforce here, not only in information technology, but across the firm.

On what keeps him at Breckinridge…

“Collectively, everybody is committed to technological innovation. Technology can be intimidating, which can minimize the appetite for it. Breckinridge has never shied away from leveraging systems to enable new efficiencies or opportunities, so this a great place for a technology professional to be.

On his biggest challenge…

“My biggest challenge is to always keep pushing to the next level. It takes a tremendous amount of effort to get something accomplished, but we cannot be complacent once we have finished. We always have to be thinking about the places we can go next. And out of all the places we can go, we must then determine which of them are most beneficial to our clients and our firm. This is a challenge that never goes away.
